Section 2.3: Seizures and Physical Reactions
This section of WCAG 2.1 ensures that web content does not include elements that might trigger seizures or cause physical discomfort to users, particularly those with photosensitive epilepsy.
2.3.1 Three Flashes or Below Threshold
Web content must not contain anything that flashes more than three times per second unless the flashes are below the general flash and red flash thresholds.

2.3.2 Three Flashes (Extended)
For content that requires extended user interaction, the same rules apply: no flashes should exceed three per second unless they meet the thresholds for safety.
